Redondo Beach
District 1 Newsletter for Sept. 15th, 2025
๐ฌ Brad Waller โ District 1 Newsletter โ October 27, 2025
Hi friends,
As you know, Iโm an engineer-turned-councilmember who likes turning city talk into updates you can actually use. Thank you to everyone who has reached out with thoughtful feedback over the past few weeks. Your input has been invaluable in ensuring neighborhood safety remains our top priority.
And with Halloween around the corner, expect some little ghosts and dinosaurs on our sidewalks! ๐ปRemember: if youโre driving, please slow down and take extra care near crosswalks. If youโre handing out treats, flip on those porch lights and keep walkways clear.
This week had a little of everything: cross-city holiday traffic coordination, a housing ruling that needs careful follow-through, and hands-on environmental good news. Below is what changed, whatโs ahead, and quick ways to plug in โ with clear, no-jargon explanations and next steps.
If something isnโt clear, please reply and Iโll get you an answer.
๐ Public Safety & Traffic
๐น Holiday Lights traffic (Avenue H): Torrance has withdrawn its request to open Avenue H for holiday egress this season. That means Avenue H will remain closed as usual. I asked that any change include full-time traffic control โ safety first โ and I appreciate all the neighbor feedback that helped land this. Youโll see the item on our next Council consent agenda.

๐น Truck routes on P.V. Blvd: Torrance also withdrew its offer to modify truck routes for now. Weโll keep working with our neighbors to cut heavy-vehicle impacts on residential streets while keeping commerce moving. Tell me where youโre seeing pinch points.

๐ Housing
๐น Court of Appeal ruling on Redondoโs Housing Element: On Oct. 10, the Second District Court of Appeal issued a published opinion finding that Redondo Beachโs Housing Element does not meet state law because it relied on โoverlayโ zones on commercial and industrial land to meet housing requirements. The City maintains that our Housing Element remains certified and will continue to pursue all legal avenues. Iโll keep you posted as staff outlines our next steps and timelines.

๐ฟ Environment
๐น Water conservation, up close: I spent Saturday at West Basinโs Water Harvest. Lots of practical ways to save water at home and across the region โ Iโm a fan of tech meets conservation solutions and will share more as we pilot them locally. I discovered that the grass removal rebate has increased to $6 per square foot, and you can get a free landscape design for your yard.

Thanks for reading and for the steady stream of constructive ideas. I appreciate everyone who has reached out with feedback; that collaboration is how we keep neighborhood safety at the top of the list while solving real problems together.
My promise is simple: Iโll keep explaining the โwhyโ behind decisions, share the trade-offs and the data, and keep pushing for practical, tech-forward fixes โ safer holiday traffic plans, smoother school routes, cleaner coastlines. If you see me at a clean-up, the library ribbon cutting, RUHS, or out at Halloween events, say hello. Iโm listening, taking notes, and bringing your ideas back to City Hall.
Have a fun and safe Halloween! ๐
